   The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is
   implementing the TC project Inclusion of Roma and other marginalised
   groups in Serbia with the aim to support the Serbian government in
   implementing the national strategy for the social inclusion of Roma in
   the Republic of Serbia by improving the structures as well as
   corresponding mechanisms and social attitudes.
   The Roma minority is one of the most vulnerable and marginalised groups
   in Serbia, often suffering discrimination and a very high risk of
   poverty. Roma do not have equal access to employment opportunities and
   lack access to education, health care and adequate social protection.
   The assignment will be focused on the economic empowerment and
   employment of Roma, returnees and other marginalized people and
   implemented over a period of 30 expert months, with effect from the
   date the contract is signed until 30.6.2022.

   II.2.4)Beschreibung der Beschaffung:
   The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is
   implementing the TC project Inclusion of Roma and other marginalised
   groups in Serbia with the aim to support the Serbian government in
   implementing the Strategy for the Social Inclusion of Roma in the
   Republic of Serbia for the period from 2016 to 2025 (Roma Strategy) by
   improving the structures as well as corresponding mechanisms and social
   attitudes.
   As in the entire region of the Western Balkans, members of the Roma
   minority in Serbia are among the most vulnerable and marginalised
   groups. They suffer discrimination and a very high risk of poverty.
   They often do not have equal access to employment opportunities, live
   in informal settlements without infrastructure and poor housing
   conditions, lack access to education, especially primary and secondary
   education, inadequate health care and inadequate access to social
   protection.
   By introducing the Roma Strategy, the Serbian government has
   established a framework that is agreed upon and supported by all
   national and international actors. However, the actual implementation
   of this strategic framework is too slow. Due to unclear mandates,
   coordination functions are not performed and coordination processes are
   inadequate. Stereotypes both in the majority population and within the
   Roma minority hinder the sustainable implementation of measures.
   Support structures at the local level are only partially available and
   often not sustainable.
   The assignment will be focused on the economic empowerment and
   employment of Roma, returnees and other marginalized people, through
   planning, implementing and monitoring of needs oriented and gender
   sensitive Active Labour Market Measures (ALMM).
   Tasks to be performed by contractors.
   Key activities of the contractor include:
   Work package 1: Planning Active Labour Market Measure (ALMM)
    analysing existing results of the assessment of the labour market
   needs, national and local strategic documents and action plans,
    supplementing local labour market needs assessments in case existing
   information is insufficient, of poor quality or not up to date anymore,
    estimating current respectively forecasting future employment
   potentials and skills needs in the local labour markets concerned, and
   the needs and the potential for scaling up specific ALMM,
    planning, improving and/or designing, if necessary and/or useful in
   participatory manner, specific ALMM which are in line with needs of the
   local labour markets.

   The assignment will only be entrusted to companies with the required
   expertise and capacity (eligible companies), which meet the criteria
   listed in the document Request to participate and Eligibility
   declaration by applicants (Call for competition), and which are not
   excluded under the terms of Sections 123 or 124 of the German Act
   against Restraints of Competition (GWB), or who can prove restoration
   of their integrity in line with Section 125 of the same act. If there
   is a previously announced limit to the number of applicants, an
   assessment will be carried out according to the relevant evaluation
   scale included in the tender documents.

   of Competition (GWB), application for review is not permissible insofar
   as:
   1) the applicant has identified the claimed infringement of the
   procurement rules before submitting the application for review and has
   not submitted a complaint to the Contracting Authority within a period
   of 10 calendar days; the expiry of the period pursuant to Article 134,
   Section 2 remains unaffected;
   2) complaints of infringements of procurement rules that are evident in
   the tender notice are not submitted to the Contracting Authority at the
   latest by the expiry of the deadline for the application or by the
   deadline for the submission of bids, specified in the tender notice;
   3) complaints of infringements of procurement rules that first become
   evident in the tender documents are not submitted to the Contracting
   Authority at the latest by the expiry of the deadline for application
   or by the deadline for the submission of bids;
   4) more than 15 calendar days have expired since receipt of
   notification from the Contracting Authority that it is unwilling to
   redress the complaint.
   Sentence 1 does not apply in the case of an application to determine
   the invalidity of the contract in accordance with Article 135, Section
   1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
