   The German Government, through GIZ, supports the implementation of the
   African Union's (AU's) Comprehensive Africa Agriculture Development
   Programme (CAADP). The objective of GIZ's CAADP Support Programme is
   the effective and efficient implementation of the CAADP process at
   country level, coordinated and facilitated by the AU Commission's
   Department of Rural Economy and Agriculture (AUC-DREA) and the NEPAD
   Planning and Coordinating Agency (NPCA).GIZ is seeking the services of
   a reputable international firm of consultants (or a consortium thereof)
   to provide long-term support (22 months) to the implementation of CAADP
   in close coordination with both AUC-DREA and NPCA. Specifically, the
   assignment will provide support to the domestication of the AU's 2014
   Malabo Declaration on Accelerated Agricultural Growth and
   Transformation and, on the basis of this, to the review and formulation
   of new CAADP-based National Agricultural Investment Plans (NAIPs) in 6
   to 8 AU member states.

   II.2.4)Beschreibung der Beschaffung:
   The AU Commission's Department of Rural Economy and Agriculture
   (AUC-DREA), the NEPAD Planning and Coordinating Agency (NPCA) and other
   technical partners have begun a process of supporting AU member states
   in domesticating the commitments of the 2014 Malabo Declaration on
   Accelerated Agricultural Growth and Transformation through the review
   and formulation of new National Agricultural Investment Plans (NAIPs)
   at country level. GIZ, on behalf of AUC-DREA and NPCA, is seeking the
   services of an international Firm of Consultants (or consortium of
   Firms of Consultants) to provide complementary support to this process
   in 6 to 8 AU member states over a time period of 22 months (01/2018 
   12/2019).The Consultancy Firm(s) will second two International Experts
   to this assignment, who carry the overall responsibility of
   coordinating the implementation of the assignment in close cooperation
   with the GIZ CAADP Support Programme and its two main implementation
   partners, AUC-DREA and NPCA. The Firm(s) of Consultants are expected to
   report regularly on the progress made in implementing the assignment,
   with a specific focus on the contribution made to relevant
   indicator-related results of the GIZ Programme and its various
   sub-components (Modules). The selected Consultancy Firm(s) will have
   the additional responsibility to identify and sub-contract 6  8
   National Experts on the basis of country-specific ToR, who will be
   instrumental to anchor the overall consultancy support to the review
   and formulation of the NAIPs at country level. It is important that the
   Firm(s) of Consultants devise(s) an effective division of tasks and
   responsibilities between the International Experts and the National
   Expert. Generally, both the International Experts and the National
   Experts are expected to provide specific technical expertise related to
   the review, formulation and costing of the new NAIP, whilst the
   International Experts will also provide process-related support related
   to the overall coordination of the assignment and the various country
   support processes.In close coordination with AUC-DREA and NPCA and on
   the basis of specific demand expressed from national CAADP
   implementation structures, the consultancy will provide support to the
   various stages of the Malabo domestication and NAIP refresh exercise,
   from the initial CAADP Country Support Mission to the finalised NAIP
   document. The International Experts, along with the National Experts,
   are hence expected to, inter alia, fulfil the following key tasks:
   Support pre-mission engagements between the country and the continental
   level; Support coordination and harmonisation of all stakeholder
   efforts at country level; Facilitate in-country engagements to define
   roadmap for NAIP formulation and implementation; Support country actors
   in the costing of the NAIP and the development of a mid-term NAIP
   spending plan; Facilitate the inclusion of the new NAIP in the country
   system of development planning, budgeting and M&E; Support country
   actors in formulation, assessment and amendment of their NAIP and
   hereby facilitate the mainstreaming of the following key themes into
   the NAIP: Agricultural Technical Vocational Education and Training
   (ATVET), ATVET for Women, Climate-Smart Agriculture (CSA), gender and
   land policy/governance; Facilitate the inclusion of private sector
   actors in NAIP formulation, funding and implementation; Support the
   formulation of a country NAIP Results Framework; Provide selected
   support during NAIP implementation.In executing the above key tasks,
   the consultancy is expected to contribute, inter alia, to the following
   key deliverables: a roadmap for NAIP formulation and implementation; a
   Country Agribusiness Partnership Framework (CAP-F) to facilitate
   private sector involvement; the draft and final NAIP document; a
   comprehensive multi-year NAIP spending plan; an optimised in-country
   coordination mechanism and a NAIP Results Framework.

   re-examination and has not submitted a complaint to the commissioning
   party within a period of 10 calendar days; the expiry of the period
   pursuant to Article 134, Section 2 remains unaffected,
   2. complaints of infringements of contract award regulations that are
   evident in the notice are not submitted to the commissioning party at
   the latest by the expiry of the deadline for the application specified
   in the notice or by the deadline for the submission of bids,
   3. complaints of infringements of contract award regulations that first
   become evident in the tender documents are not submitted to the
   commissioning party at the latest by the expiry of the deadline for
   application or for the submission of bids,
   4. more than 15 calendar days have elapsed after receipt of the
   notification from the commissioning party that it is unwilling to
   redress the complaint.
   Sentence 1 does not apply in the case of an application to determine
   the invalidity of the contract in accordance with Article 135, Section
   1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
