   The services to be awarded are related to the TEEB Regional-Local
   Brazil-Germany Cooperation project. In order to present and integrate
   the value of biodiversity and ecosystem services in a convincing way,
   above all it is necessary to have structured data bases and
   information, approved methods for ecosystem services integration and
   practical implementation examples. The services to be awarded support
   the Ministry of the Environment, both in the conceptual and
   methodological aspects, in the efforts to up-scale ecosystem service
   integration into national development strategies.

   II.2.4)Beschreibung der Beschaffung:
   TEEB Regional-Local Brazil-Germany Cooperation project, coordinated
   by the Ministry of the Environment (MMA), supports the integration of
   ecosystem services into decision-making processes involving public and
   private actors, seeking to foster biodiversity as a mainstream topic in
   sectoral agendas and thus contribute to a more sustainable use of
   natural resources in the country.
   The project supports the Ministry of the Environment, both in the
   conceptual and methodological aspects, in the efforts to up-scale
   ecosystem service integration into national development strategies.
   Relevant actors are involved in this approach and trained on topics
   such as integration of ecosystem services into planning processes or
   use of economic instruments to protect natural resources.
   Methodological guides about the topic are elaborated and published, and
   concrete contributions are developed in order to formulate new
   policies, which are inserted in political discussions in the format of
   consultancy. The project also operates at the regional-local level,
   working and contributing to decision-maker efforts in states and
   municipalities, as well as to other actors, to integrate ecosystem
   service value into their environmental management policies, plans,
   programs and instruments. To encourage the business sector, guidelines
   are elaborated in order to calculate business impacts and dependencies
   in different industries on biodiversity and ecosystem services. Those
   guidelines are used in development training programs and announced by
   the Brazilian National Confederation of Industries (CNI) and State
   Federations to integrate ecosystem services into the business sector
   (multiplier effect). The Project supports the process of elaborating
   and communicating the Environmental-Economic Accounting, since the
   environmental-economic accounting is a useful tool to strengthen the
   debate about the Brazilian economy dependence on natural capital in
   different industries and, therefore, it provides for a chance to
   integrate ecosystem services into public programs and into the business
   sector in a relevant scale. Additionally, regional and local networks
   are structured (environmental bodies, state federations of industries,
   statistical bodies) to exchange real-life examples of implementation
   and tools to integrate ecosystem services into development programs and
   plans, as well as to effectively communicate them to public opinion.
   The project goal of the services to awarded is that key public and
   private actors integrate the value of biodiversity and ecosystem
   services into their decision-making processes.

   together in triplicate, on time and locked.
   (2) Consortia must already apply as consortia. The subsequent formation
   of a consortium is not possible. Consortia have to provide the required
   information for every member. They have to mark this information
   accordingly, designate a lead partner and authorise this member to
   represent the consortium and receive payments for all members in
   discharge of the liability for the contracting authority. A formal
   agreement to this effect must be signed by each member of the
